H. Ted Milburn

Born Herbert Ted Milburn on May 26, 1931, in Cleveland, Tennessee, Judge Milburn grew up in Chattanooga and was graduated from City High in 1949. He attended the University of Chattanooga, Boston University, and was graduated from East Tennessee State University in 1953 with a B.S. degree. From 1953 to 1956, he served with the Army Security Agency.

He obtained his legal education at the University of Tennessee College of Law from which he was graduated in 1959. In July of that year, he was employed by Folts, Bishop, & Thomas, a Chattanooga, Tennessee, law firm. He was made a partner on February 1, 1963, and a year later, the name of the law firm was changed to Bishop, Thomas, Leitner, Mann & Milburn.

Governor Winfield Dunn appointed Milburn, Circuit Court Judge for the Sixth Judicial Circuit of Tennessee, Third Division, on July 1, 1973, and he was elected without opposition to full eight-year terms in August of 1974 and in August of 1982. While he was a state judge, he served as the Presiding Judge of the State Trial Judges in Hamilton County, and as the Secretary of the Tennessee Trial Judges Association. By special designations of the Tennessee Supreme Court, he served as a Special Judge on the Eastern and Western Sections of the Court of Appeals of Tennessee. In 1975, he was graduated from the National Judicial College at the University of Nevada in Reno, and thereafter served as a faculty advisor and a member of the faculty. In August of 1982, he served as a member of the faculty of the newly formed Tennessee Judicial Academy at Vanderbilt University.

Judge Milburn was appointed United States District Judge for the Eastern District of Tennessee by President Ronald Reagan on June 7, 1983, and entered on duty on June 24, 1983. He served as Chief Judge of the Eastern District of Tennessee from June 24, 1984, until October 9, 1984, when he was elevated to the United States Court of Appeals for the Sixth Circuit by President Reagan on October 4, 1984. On October 25, 1991, he was selected to serve a three-year term on the Administrative Office Committee of the Judicial Conference of the United States. After serving thirteen years on the federal bench, Judge Milburn retired on July 31, 1996.

In addition to his judicial and legal duties and affiliations, including membership in the Tennessee, Chattanooga. and Federal Bar Associations, Judge Milburn was active in numerous professional and community affairs. He served as a member of the Chancellor's Roundtable at the University of Tennessee at Chattanooga from June 1983 to June 1986. He has served as a member of the East Tennessee State University Foundation. On November 3, 1983, he was inducted into the Golden Key National Honor Society as an Honorary Member at the University of Tennessee at Chattanooga. Thereafter, on March 1, 1985, he was inducted into the Alpha Scholastic Honor Society as an Honorary Member at the University of Tennessee at Chattanooga. He is listed in Who's Who in America, is a member of the Kiwanis Club of Chattanooga, and past president of the Lakeside Kiwanis Club.

On September 9, 1987, he received an award from the Chattanooga Board of Realtors "in honor of his significant contributions to the preservation of property rights in commemoration of the Bicentennial Celebration of the United States Constitution." On May 13, 1988, he received the Outstanding Alumnus Award from East Tennessee State University and received the Distinguished Alumnus from the University of Tennessee College of Law on August 16, 2003.
